Treating roof voids – power off
New laws have recently come into place in order to protect any worker entering into a roof void – these laws are particularly relevant to pest control technicians.
Under WA’s Work Health and Safety Regulations, it is mandatory for the mains power to be off before a Pest Control Operator – or any worker enters the roof space of a Class 1, 2 or 10a building (residential dwellings, apartment buildings or related buildings such as a shed, carport or private garage).
In WA it is recommended that:
- the electricity is switched off at the main switchboard/meter box by turning the main switch to the ‘OFF’ position.
- After turning off the mains power, a lock-out kit should be utilised so it is not turned back on while your technician is in the roof space.
- The technician should let someone know where they are.
- Use a torch and cordless power tools.
- Do not disturb or alter any electrical wiring or junction boxes.
- Keep thermal insulation away from light fittings.
- If any damaged or bare wires are located, notify the client and recommend that they call a licensed electrical contractor immediately.
In Queensland Amendments to the Electrical Safety Regulations 2013 commenced on 1 January 2025. It is now mandatory for a worker to turn off (de-energise) the main electrical switch(es) before entering the roof spaces. The power must not be turned on again until the worker has completed their work and exited the roof space.
All workers in Queensland must comply with these safety requirements when carrying out any work within the roof space of domestic or residential premises, including carports and sheds.
The new regulations mandate de-energizing electrical installations before roof space entry, with non-compliance resulting in on-the-spot penalties of $720–$3,600 for businesses and $144–$720 for individuals.
These new regulations have been put in place to ensure the safety of all workers, including pest technicians. It is likely that other states will follow the lead of Qld and WA, but at this stage no timeframe is known.
